you still need consent from your opponent. If your opponent says no you can't play it, like with all the other FW stuff.

FW doesn't say opponent's consent anymore, but it does say to make sure they know what they're playing against.

FW needs the same permissions to play as something like the Tau codex. Just don't be a dick about it, make sure people know you intend on using it and if they don't want too either have a plan B or don't play them.

That's more or less common courtesy, but still something people have a problem grasping sometimes.

The Chapter Tactics they've released are completely 'legal'. Go ahead and field whatever chapter you wish, just do what Zion said and make sure your opponent knows what tactics you're using. The Forgeworld characters got an overhaul as well, so it's worth taking a look at those as well.
