This is my empire list :)
the general and two lower level wizards are apart of the theme of the army and its background, by the way the army is based in the drawkald forest :) so no black powder, i realy dont like it :(

It looks ok and should do well although Flaggellants are not as effective as before mainly because with low WS and Init they will die in droves so as a speedbump they may only last 2 turns with all the extra attacks comming their way.
Where are the characters going to go?
I'd reccomend getting a BSB on 1 of your captains as with the amount of combat this army is likely to see you'll probably need it.
I'd also try and get a few magic swords scattered around your hero's as the little benefit each gives can tip a combat in your favour and there are plenty of cheap ones about now.
I know you don't want black powder in your army but adding a mortar or 2 to your list would help reduce the numbers your units will have to fight (even if it means modelling them as catapults)

No detachments?

Yeah get a battle standard in there somewhere. Try dropping one of those expensive flagellant units and spend it on some fancy gear, maybe a detachment or two of archers or free company?

Captains one and two will each go in a swordsmen unit.
the battle standard bearer (3) will go in the greatsword unit.

"one priest will go in each swordsmen unit"

"detachments" 2 units onto the first and second swordsmen units

I'd switch captain 2+3 around personally as greatswords will be a juicier target for spells and already have a good strength mod to armour, Whereas the -1 armour on the swordsmen plus combat res modifier for the bsb will improve the swordsmen more than the greatswords although it's up to you.
Other than that with the limits you've put on army selection it looks a competative list although the flaming std on the crossbowmen is to many points for a freebie state banner, I think its a 50pt maximum.
