Well I'm use allies much but I can say something about the eldar list. Id swap the fire saber for just the normal lance. With hit and run you want something that hits hard and then get out of there. The fire saber is nice when used with a unit but when solo on a mantarch lance all the way. Also you can take on vehicles if you need to as well.
