Captain - bike, relic blade

Bike squad - +2 bikes, + attack bike w/ mm, 2 x flamer, powerfist
Bike Squad - +1 bike, + attack bike w/ mm, 2 x melta
Bike Squad - +1 bike, + attack bike w/ mm, 2 x melta
10 Tacticals - flamer, ml, sgt w/ pf, rhino

3 x landspeeder - 3 x typhoon
3 x landspeeder - 3 x typhoon
3 x landspeeder - 3 x typhoon

That leaves some points to pimp the captain or what not. I have been rolling people with this list lately. Proper placement and movement are absolutely critical, but once you get the feel for it it is sooo fun to run.

The tac squad looks like an afterthought, but after using the list a bit, my opponents began placing objectives on the 2nd ant 3rd floor of ruins. Gotta be able to get to them - I wish there was a better way, but it woks.

Basically, the typhoons kill the armor. Any AV13 or 14 is dealt with by the melta bikers. I have bounced between 4 bike squads with 3x2 typhoons and 3 bike squads with 3x3 typhoons. I have had better results using more speeders and less bikes.

Have you considered 10 scouts instead of 10 Tacticals. If it's inside ruins you're getting objectives, scouts with Camo Cloaks and a Missile Launcher seems a better choice. Replace the Rhino with a Landspeeder Storm, gives at least five of your scouts mobility matching the rest of your army. Granted, it takes down 3x typhoons, but you could replace them with a Trilas Predator to get some of the early range shots against the enemy.

9 typhoons - awesome....

But the downside is that you only get to shoot at 3 things every turn... I think that by sticking to the same basic concept but dropping a typhoon from each squadron, you could add in another 300 points of nasty, while not really impacting the overall effectiveness of your AT.
