[Ordo Xeno Commander]

Hey guys, i made my own chapter and they are a small, elite force using high powered weaponry and they have been hand picked by the emporer himself, i was wondering if you guys had any ideas 4 a few special rules and points costs for them because i do want these guys to be really special.

Sounds like the Adeptus Custodes to me. If you are wanting something similar to them, look up articles of them. A GW employee made a big army of them in WD sometime back as well. If the Emperor himself chose them, some 10k years ago, they would be brilliant tacticians, have an aptitude for war and charisma, and be utterly loyal to the Imperium. It is stated, especially in the new books, that he didn't care much for thinking of himself or others doing so, so the chamber militant would most likely be there specifically to protect something he would have considered vital back then. They would seem more likely to be Tau-ish in doctrine, seeking to unite all humans under the Imperium banner. I see alot of oratory abilities and tactical brilliance.
Since back then there were so many different human variants, I wouldn't doubt if some used alien or near-alien weaponry. It would have to be the successor or progenitor of the Custodes.

I think the Custodes would fit the bill fluff wise but as far as I know there are no specific rules out there, although for actual rules how's about giving the 'movie marines' a go! 8)

If possible I'd also check out the GW Horus Heresy books, lots of great background and artwork of the Custodes!

In terms of actual rules, Something along the lines of Grey Knights minus special rules plus Artificer Armour for all and +1 to Ws, Bs and I would be along the lines of correctness. I'd like to adress that they're clearly stronger and tougher than normal Marines, but the basic Custodes wouldn't be S5 T5 under the current fluff:actuality ratio.
