Nope. Commissar Yarrick did command a lot of the forces on Armageddon (though he wasn't the overall Imperial Commander) so obviously that would include regiments of Steel Legion but the IG weren't under the command of any Astartes, Space Marines, during the war.
Can my IG army be led by Space Marines? As in HQ.
Well as the title says, I'm thinking about having a Raven Guard HQ for my Steel Legion while I work on my Steel Legion HQ (Lots and lots of Sculpting/green stuff.)

Depends on which War your talking about.
The 2nd War: Blood Angels, Salamanders, and Ultramarines.
The 3rd War: Lots and lots- it's quite a long list, hopefully Lexicanum has it because I'm too sleepy to type it all out myself.
