Well as the title says, I'm thinking about having a Raven Guard HQ for my Steel Legion while I work on my Steel Legion HQ (Lots and lots of Sculpting/green stuff.)

You could probably only do this legally in games of apocalypse.

However, i'm sure no one would mind you have a space marine 'counts as' commander of some sort in friendly games, basically use a SM mini but as an IG captain or something.

Alright, so One Space Marine and the rest IG? Kinda odd... a lot of times the Steel Legion was under the lead of Space Marines and Commissar Yarick, I think?

Nope. Commissar Yarrick did command a lot of the forces on Armageddon (though he wasn't the overall Imperial Commander) so obviously that would include regiments of Steel Legion but the IG weren't under the command of any Astartes, Space Marines, during the war.

Hrmmm, okay but what Space Marine chapter was on Armageddon? Also was there any Inquisitors?

Sorry for double post, but can I make a Steel Legion Sniper Team? Its two Soldiers with Green Stuffed lasguns to look like Snipe Rifles, and the soldiers have a camouflage cloak that is worn in by the legs/ground and arms.

Well, I'm thinking either Raven Guard or maybe even a custom chapter similar to the Grey Knights only less physic but the Same style of Armor.

You can use whatever models you like to lead your army as long as you're clear about what counts as what, so if you want to use Space Marine models to represent your HQ choices, then go for it.

As for using actual Space Marine rules... yeah, not so much. The closest you could do would be to take a Grey Knight Hero with a Terminator Retinue as an HQ choice from Codex: Daemonhunters. But you'd still need a Guard HQ as well.

Ahhhh... fair enough then. I guess I'll just stick with my Guard HQ.
