So, can Brother-Sergeant Chronus repair a tank? Because he has a servo arm.

if it doesn't say in his special rules that he can, or in the rules for the servo arm that he can, then no obviously he cannot.

No he cannot use it to repair tanks unfortunately. He does not have the Blessing of the Omnissiah ability, which is what grants techmarines the ability to do repairs. He only receives the bonus attack from his servo-arm. The profile for servo-arms does not give him the rules needed to repair a vehicle. Consult page 71 of the codex (techmarine entry). It sucks cause I like to use him from time to time.

don't see how it sucks, even if it allowed him to fix the vehicle he is more an upgrade than a transported character, so if his tank is blown and he gets out he can't repair it anyway and can't from inside it since he is not in base to base he is as much a part of the tank as a hunter killer.

be pretty much more useless than techmarines being able to do it, something I've never seen anyone do.
