A quick background. Lending my unused BA's to my kid brother (32 y/o) who is going to be teaming up with Imps to fight Chaos Marines + Choas Daemons (1500 points force/3k per side). Only requirement by the Impies is to bring mobility to the field.

Librarian Epistolary with plasma pistol and jump pack 190 points

Sanguinary Guard with death masks, 1 x infernus pistol, 1 x plasma pistol and 3 x angelus boltguns with 4 x glaves and powerfist 255 points

Tac Squad 5 x marines (4 x bolters + 1 meltagun)
sgt combi bolter/flamer with melta bomb
in razorback with stormbolter and twin linked las cannons 226 points

Tac Squad 5 x marines (4 x bolters + 1 meltagun)
sgt in combi bolter/meltagun with meltabomb
in razorback with dozerblade, las cannon and twin linked plasma guns 221 points

Chaplin with jumppack 125 points

10 man Vanguard Veteren Squad
sgt - storm shield + power weapon, jump pack
6 x power weapons + bolt pistol, jump pack
1 x twin lightning claws, jump pack
1 x chainsword and bolt pistol, jump pack
1 x powerfist and bolt pistol, jump pack

Total 1482 points

Im expecting him to come up against Khorne forces and world eaters.

Epostilary is an unnecessary upgrade for the librarian. best powers are things like shield and unleash rage, or a shooting attack with some range and unleash rage so you're either doing one or the other, not both. Also Plasma Pistol is never a good option for ICs. A weapon that can damage yourself is never worth it.

Sang guard are good. I'd probably have 2 infernus pistols on them instead of one of each but personal preference mainly I'd say.

Tac squads are all over the place though. For one you need to be 10 man to take any special weapons at all. so they can't take meltaguns as they are. also the razorback is 95pts. Not worth the cost there at all. You'd have much better chance making them assault squads, X5 with a meltagun, sarge as he is and the razorback. that costs you around 175-185pts(nocodex on me at the moment) which saves you a lot more than you have at the moment.

Chaplain doesn't really work in the list to be honest. Best unit he'd work with would be the vanguard as SAnguinaory guard already reroll a failed hit with their glaives and are fearless. Vanguards can't do heroic intervention with a character attaced so that's out. And that kinda vanguard are gonna be pretty bad without H.I. They're a third of your points in one unit that are at the end of the day normal marines with an extra atack.
I think they'd need to be dropped for something much more practical. Or at least drop them to around 6 man with a fist, a shield and 2 power weapons. Very cheap but a very good CC unit.

Id take off the plasma, he can already hurt himself with perils so you aren't helping by letting him hurt himself somemore

Against Daemons Death Masks are useless since they are all fearless so Id drop that and take the Banner instead.

Dont see much wrong here, if it was me Id take assault squads against khorne but hey.

If youve got 25 spare points then make this guy a Reclusiarch, extra attack and wound is always good.

Thanks for those 2 suggestions - not quite back to the drawing board with the force but certinally a re-work (and more importantly re-read the codex).

Will leave the list here and check back in a few days for any other suggestions, but i get the feeling the a heavy model knife session is going to be in order, unless i can persuade the wife to let me spend more.....sure she dosnt need food...
