Necrons, Tau, or Eldar should give Chaos fits, especially if played competitively. Space Marines, IG, and Bugs should do well against them as well. I'd just steer clear of Inquisitorial armies like Daemonhunters or Witch Hunters, and probably Orks as well.

WoT, Starcannons are not exactly the epitome of Eldar weapons efficiency anymore. They are too overcosted for an assault-2 heavy with a poor BS. I've actually found that spamming Str6 Scatter Lasers and Shuricannons is less expensive and more effective, even against Chaos.

Pick the army you like the looks of, if played right and with a good list you can win.

having a certain army because someone said it beats chaous means you'll be less intrested in it.

what army do you like and we can probably tell you what units counter his, especially if you know what he has.

Be careful that you are not choosing an army for the wrong reasons. Sure, Eldar may be good (given a good general and a good unit selection) against a particular Chaos opponent, but then it may get stomped by another.

Choose the army that visually excites you first and foremost. The actual game-play of the army is a close second, but second nonetheless. Then, start small at around 500pts and work your way up from there. Even for seasoned gamers, this is a good idea, as learning the dynamics of your new army takes time and trial & error. Most of all, don't look to destroy your opponent. Attempt to give your opponent a challenge that will almost always result in a drawn game. Those are the most fun and the most rewarding.

The Tyrant gives you more options: Ranged Weapons, Wings, Psychic abilities, etc, and is a bit longer lasting than the Broodlord. On the other hand, the Broodlord is usually half the price of a Tyrant, is still killer in combat, and can infiltrate. Trouble is, the Broodlord has a 3+ armor save at best and is pretty slow for a dedicated combat machine.
