A proposed balance mechanism for AOS. Working with the local game players on this, comments?

BPV (base point value)=Start with Wounds,
+1 if BV over 6, -1 for BV below 6,
+1 for SV 3+, +2 for SV 2+, -1 for SV 5+ -2 for SV 6+ or worse.
+1 for more than 1 Total attack, adding together any and all ranged and melee attacks. Dx attacks and damage are rated at average number, i.e. d3 averages 2, and is considered 2 attacks.
+1 if Damage of any attack exceeds 1.
+1 for any attack with rend -1, +2 for rend -2.
+1 if any attack hits on 3+ or better.
+1 if any attack wounds on 3+ or better, +2 if any attack wounds on 2+ or better,
-1 if any attack hits on 5+ or worse,
-1 if any attack wounds on 5+ or worse.
Monsters and the like are rated as if they have full wounds.
Warmachines should also have their crew included in this estimation.
Modified BFV numbers of 0=.5 BPV, negative numbers=.33 BPV.

For example, a Liberator has a Wounds of 2. +0 for BV: 6, +0 for SV: 4+, +1 for 2 attacks or better, +1 for wounding on a 3+. BPV of 4. Blood Reavers have Wounds of 1. -2 for a save of -, -1 for a BV of 5, +0 for 1 attack, no modifiers for hit or wound, BPV=-3, resulting in a BPV of .33

With this system, the way I see it, the Starter set is 100 BPV or thereabouts for both armies.

Glade Riders; 2 wounds each, BV6 = 0, Sv 6+ = -2, 5 attacks = +1, steed hooves wound on a 5+ = -1

Comes to -0, so .5. 200 Glade Riders are not balanced.

For all points needs....
Our base formula:
Wounds x attacks x damage x # of models in unit.
The add on's
Magic abilities add 50 points per ability.
30mm bases adds 10 points per model.
Monsterous creatures add 75 points.
Warmachines add 50 points.
Heros are +25 points
Named heroes are + 100 points
