When does the D6 roll for number of shots happen during the shooting phase?

Do you roll D6 then pick a target or pick a target then roll D6 to see how many shots you get?

Think this is a easy one but just want make sure cause it does make a difference.

From how I've interpreted it, don't remember the exact text its done after you declare the target. Thats part of the problem with such weapons, its the same for lootas i believe.

The normal procedure is to pick a target then roll for attacks. For example, my manticore rocket launcher fires a D3 large blast barrage weapon. I choose a target, roll for number of large blasts, roll for scatter, then roll for barrage.

page 41 of the rules notes that you roll for random number of shots each time the model shoots. The sequence for the shooting phase is select a unit, select a target, shoot the unit, wound the unit, roll saves, remove casualties, apply effects.
