Nope. I'm not aware of any space marine army that can take chaplains as anything other than HQ choice.
As for which of those squads is a better use of a chaplain I would say either would make equal use of the chaplain (depending what weapons you give them). If I had to choose probably the vets as they are in smaller number so their attacks need to count more. Hope this helps
Yeah the only army to field more than two chappies is the blood angels, who can field a whopping six!! Astorath the grim, a reclusiarch, 3 chappies as elites, and lemartes as an upgrade to the dc.
on the subbgect of who to put him with. I would suggest the assult marines for 1 and 1 reason only. You can "Heroic Intervention" if you have an IC in the unit.
Can you? Are you sure? Because it was my understanding that only units with the Heroic Intervention could do so, and they couldn't use that rule if joined by an IC that didn't have that rule.
