Ok, it seems my quest for my second army to make still continues. I am giving IG a shot, and so here is what I came up with:

HQ 180
Company Command Squad
Meltabombs
4 Meltaguns
Officer of the Fleet
-Chimera
Multilaser/Heavy Flamer

TROOPS 155
Veteran Squad
3 Meltaguns
-Chimera
Multilaser/Heavy Flamer

TROOPS 130
Veteran Squad
3 Meltaguns
Demolitions

TROOPS 130
Veteran Squad
3 Meltaguns
Demolitions

TROOPS 130

3 Meltaguns
Demolitions

FAST ATTACK 140
Vendetta Gunship
Heavy Bolters

FAST ATTACK 140
Vendetta Gunship
Heavy Bolters

FAST ATTACK 140
Vendetta Gunship
Heavy Bolters

HEAVY SUPPORT 140
Medusa
Bastion-Breacher Shells

HEAVY SUPPORT 245
Leman Russ Executioner
Side Plasma Cannons
Lascannon

HEAVY SUPPORT 220
Leman Russ Vanquisher
Lascannon
Pask

TOTAL: 1750pts, 55 models (47 Infantry, 8 Vehicles), 13 Kill Points

Obviously this is going for an Alpha Strike against inexperienced opponents, or against setups where there is shortage of meatshields :p

I'll now explain some of the things I chose, and why:

1. I didn't get an Astropath, as I dont think I am going to use Reserves, I very rarely do.

2. Vendettas have additional Heavy Bolters so they can mow down infantry in footslogger lists, or cause any additional damage to MCs (or, if I have blown up all enemy vehicles, to have them deal with their infantry).

3. I chose the Executioner for obvious reasons :p I put a lascannon on it, so that it can have a chance against an AV14 vehicle coming its way, or cause an extra wound to an MC/Infantry unit.

4. I like the Medusa. It has no minimum range, it gives a S10AP2 pie, or a S10AP1 small blast if the target is out of range of its main ammo. Bastion Breacher Shells are also for nice anti-tank purposes, gives alternative choices.

5. Vanquisher + Pask= Tank/MC killers. I wish I had 30 more points to give it side multi-meltas for more shots...

6. I like it is only 13KP. Most IG lists I've faced with my CSM were 15KP+, my experience tells me that less KPs=KPs claimed with way more effort.

7. 4 Troops are ok I think. The Chimera squad is a purely "home objective" squad.

Any thoughts/comments? :)

Overall a very nice list, just some comments -

HQ 180

Great..pretty much a build that most people take, MB's are fine as a points filler.

TROOPS 155

3 Meltaguns

TROOPS 130

Fine if it works..I don't like it because the Vendettas more often than not are lost when used as early - game transports...totally your call though (obviously). I'm not a fan of Doctrines either..90 pts that is better spent elsewhere.

FAST ATTACK
Vendetta Gunship 140
Heavy Bolters

Great choice, and the HB's are a wise move for the reasons you stated.

HEAVY SUPPORT 140
Medusa
Bastion-Breacher Shells
You can't swap between the BB's and normal weapon profile, so you will have to use the BB's the entire game.

HEAVY SUPPORT 245
Leman Russ Executioner
Side Plasma Cannons
Lascannon
Great tank and very killy, although just because it has a Lascannon doesn't make it a good tank hunter.

HEAVY SUPPORT 220
Leman Russ Vanquisher
Lascannon
Pask
This is quite possibly the worst unit in the Codex aside from the Punisher..far too expensive and ineffective to be a reliable tank hunter, and the more you field it the more it will disappoint. Pask just makes it more of a points-sink. Your Medusa is a class above this even when its short range is factored in, and you also have your MeltaVets, plus for far less points you could take a Manticore which is an excellent long range anti-tank vehicle with the additional benefit of been a great anti-hoard/MC killer.

My 2c anyway.

I didn't know that, that sucks..! What do you suggest, BBS or normal ammunition? +12" Range and -1AP in exchange for large pie... Your thoughts on this?
As you say, it depends on if your main opponents are Meched up MEQ and/or Hoard, and if you're lacking in anti - tank or anti - infantry. I field Hydras, Vets in Chimeras, Vendettas and Manticores more often than not so I usually go for the standard blast because I have Mech covered.

Of course it doesn't make it a tank hunter, but I always try to have a "desperate last resort", in case let's say all the other A/T vehicles are Shaken and my Meltaguards are too far, perhaps I can get a lucky shot (it happens).
Yes it sures does...I usually hunt TDA/MC with my Demo because all the weapons are AP2.

I was considering the Manticore, but I thought that with an average 1.5shots/turn, in 4 turns it's 6 shots. Would you waste 1-2 shots on vehicles, since they are limited? The minimum range also worries me, can you enlighten me in any tactical aspects I don't see? (Because I hear a lot of praise for the Manticore, I'd like to know more).
The D3 Blasts 4 turns only of shooting isn't something I factor into my analysis when I build a list, because Artillery in general only has to last a few turns anyway to do a significant amount of damage. It can fire directly if you want to and has ECC built-in so it has some protection when doing so, and it can hit anywhere on the board.

What I do factor in is that it's D3 Blasts (I average 2 in my games) S10 (at very long range = very important..TDA in Land Raiders been stopped a long way from my soft-centred Infantry) Ordnance (so hits side AV)...best Artillery piece we have. The only thing it's poor at is killing
2+ 3+ heavy Infantry, but the multiple blasts can make up for that.

I've used Manti's probably close to 50 games and it's failed me maybe 10-12 times...which can happen with most of the other decent units in the Codex, so not a big deal.

Manticore's aren't meant to be anti-tank. Their specialty is nuking the daylights out of any infantry-heavy army.
I disagree, the Manticore is great as a long-range high - AV popper..D3 S10 Ordnance 2D6 hitting side armour. It's even better against Mech - heavy lists because of target saturation. It just also happens to be great at anti - infantry/MC hunting as well, although it's not that great against 2+ 3+ (the Bassie does that better) but it is the best generalist - type Arty we have.

Still, it depends on what niche needs to be filled in a list..anti -Av or anti - infantry, and what target opportunities present themselves in a game.
