Hey there, I'm very new to fantasy and I have yet to play a game in the 8th ed so all advice is welcomed.

Grey Seer 270
Skalm

Chieftain 77
Halberd, enchanted shield, BSB

3x 25 clan rats 165 ea.
Shields, musician, ratling gun

20 slaves 42
musician

29 Stormvermin 307
shields, full command Storm Banner (chieftain goes here)

21 giant rats 77
2packmasters

Hellpit 235

So tell me what you think, I am not sold on the grey seer though i like the model a lot.

Well first off your Clanrats should be at least 30 Man Strong, and try to run around 120 - 180 rats in your list since skaven gain there strength in numbers!

Another thing is that the Halberd is a two-handed weapon, so it doesn't go well with the shield, find a one-hander thats decent. Plus what Witch King said, beef up your numbers, 8th ed is heaven for Skaven.

Grey Seer 270
Skalm
Dunno about this. I'd rather have a warlord for the General, and a couple of Warlock Engineers as the magic. Skaven Magic is nice, but not overwhelming. In low point games, don't buy the expensive and dangerously vulnerable point sink that are Grey Seers
Chieftain 77
Halberd, enchanted shield, BSB
Add another Chieftain. And you should have a magic banner here. Storm Banner is best if you face shooty armies.
3x 25 clan rats 165 ea.
Shields, musician, ratling gun
1x40, 1x35 rats here.
20 slaves 42
musician
MORE. Fifty to a hundred! With the cheap Chieftain for some spine!
29 Stormvermin 307
shields, full command Storm Banner (chieftain goes here)
Remove. Not worth the points spent elsewhere. If you insist, take 20 - free up points for above. Allows you to keep the 3rd Ratling gun the consolidation above removed.
21 giant rats 77
2packmasters

Good. It gets Great when you add Squeel Gnawtooth.
Hellpit 235

I would, I haven't had a lot of success with them though :p,
@Creon no offense but I think I'll give this a shot, magic isn't a huge part of the army but I want to see how the Seer works first, I'll probably drop him depending on how the game goes

Btw how should i arrange my clan rats?If Ihav 30 should i go 5x6, and40 5x8?

Clan rats should be 6x5 for thirty (six wide, five deep). 40 Should be 10 wide, four deep, or 6x6 with leftover rank of 4. 5 is a bit narrow, limits your attacks. 6 or 7 wide for 20mm bases is best in my experience.
