Its ok. i'd drop the Plas pistol for a Combi-melta if you're dead set on upgrading his gun. I dont see a unit like this shooting much.

Icky. Try to avoid giving Dreads stuff like Meltas, because a Fire Frenzy could easily result in it killing one of your units. Conversly, a Blood Rage could prevent him from firing that expensive weapon entirely in a critical situation.

Dont bother with MoT on these guys, a 5+ save isnt worth it for 40 points. Instead, up the squad to 10 and get another flamer. Get IoCG its always worth it.

Give the Champ a Powerfist. Also, try not to mix Heavy and Special weapons. Take either 2 Plasma or 2 Missile, so your squad has a definate role. Again, grab an IoCG.

Drop the squad size to 8. It's the holy number of Khorne, and units above 8 tend to annihilate entire squads in 1 round, which leaves them open to being shot to little khorny bits in the next shooting phase. Also, get rid of the Plas Pistols. 30 points worth of guns on a unit that might never shoot is a bit of a waste.

My advice here: replace both guns with DCCWs (which is free), because you can't fire any other guns if you fire the Battlecannon, and the Battlecannon rocks tits. The extra 2 Attacks are worth it, because DCCWs hit with S10, ignore armour saves, and get S+2d6 pen VS vehicles

Overall, not a bad list.

A Deamon Prince is a better choice for an HQ at about the same cost, but a lord isn't bad.
Unless you're dead set on the Blissgiver/MoS, i'd switch him to MoN/Plaguebringer. The Blissgiver looks great on paper, but it's essentially useless against 1 wound models which make up the bulk of any army. It is also useless against anything with Eternal Warrior (I'm looking at you, Calgar).

If you can free up 45 points, drop the Dread and add another Defiler. It wont kill you own troops, and can do all the same things, only better!

Things to change:

1.Take meltabombs off your champs. Powerfists are better, and there's no point in having both.

2. DP and Havoc Launchers are a bad idea on Rhinos. a 70 pt unit with AV11 is beyond not worth it. Any chump with an Autocannon can realisticly kill your 70pt investment in 1 turn. I prefer to give them Extra Armour, so they have a better chance of reaching their destination, but some people will advise against even that.

Thanks for the advice. I've gone with Deathscythe because the only thing i'll need to do is to get a second defiler(i have or can modify everything else) The modifictions however leaves me with 10 points!

Chaos Lord with MoK and twin lightning claws is good build, you get 6 attacks on the charge if I'm right with re-roll to wound.

You don't need daemonic possession on Rhinos; keep them cheap.

CSM cannot two heavy weaps so the squad with dual missile launchers isn't legal. Take dual special weaps.
