Default Skarloc The mistwalker, Wood elf special character

Skarloc the Mistwalker

M BS WS S T W A I LD
5 7 6 4 3 2 3 7 9

Equipment: Longbow, Light armour, hand weapon

Special rules:

Skilled archer:
Skarloc may fire up to three shots a turn with no modifier for multiple shots. Alternatively he may fire a single shot that hits on a unmodified roll of a 2+
this shot has killing blow on a roll of 4+

Skarloc's Scouts:
In any army that includes skarloc you must Field a unit of scouts, these are Skarloc's mistwalkers, they are normal scouts to all intents and purposes except that they may never take any command models, and they all have BS 5, In addition all enemy models attempting to shoot the mistwalkers are at an additional -1 to hit modifier, these modifiers can stack with skirmish, hard cover, etc.

Skarloc benefits from this rule.

Skarloc must deploy with these scouts, he cannot leave this unit for the duration of the game, no other character may join this unit.

So im thinking around 155pts. for him any suggestions?

He isn't over powered which is a good thing but would you not give him a special scout rule like
can deploy anywhere not in line of sight
or
is deployed using the scouting rules on turn 2 or 3
are his arrows magical, they should be and maybe he could pick out targets from a unit
