Sorry if this has been asked before, but I was just wondering whether a model with this rule has the option to NOT move in the move phase or must it ALWAYS move.

All mon-keigh must die

No, you may (or may not) have choice of direction, but have no choice over distance.. that includes remaining stationary.

If you don't take damage from terrain then you can just ram yourself into a building or other impassible terrain to stop yourself moving off... but that doesn't help something like a doomwheel, which will just kill itself if you ram a building.
