Default doom rocket

Sorry if this is a noob question, but I have a dirty feeling that a friend of mine is abusing the rules.

So my question is: after the dice have been rolled for distance, do you place the blast marker for the doom rocket at the end of the maximum distance rolled, or can you pick anywhere along the distance rolled, for it to be placed?

you pick a direction all the amount of dice you want and it blows up at the end of that line. Say you roll 5d6 and get 24 the templete is placed at 24in from the starting point to the little whole in the templet.

Yup, you roll to see where the rocket lands... not what its maximum range is. If you could just fire accross a unit and hit it bang on then the doom rocket would be utterly absurd.
