Ok I'm thinking of getting back to wfb, after 8 years now, and starting a necromancer army and have a few questions.

-Do necromancers travel, I have 2 boxes TK boxes and one box of VC and I'm wondering if I could use them in my army

-Are necromancers able to raise other races or just theirs

-Are there still dogs of war, mercenaries, I was looking through some of the new models and noticed, still, a lack of artillery

-Are there werewolves, just wondering

Afraid to say there is no such thing... basically of any of it.

You can choose either a TK or VC army and then model to your hearts content (eg have your necromancer as a vampire in a VC army and have different VC units represented by different models that you like).

But a straight army using just GW models as what they are intended to be menas you cannot use necromancers in a major way (they're rubbishy support characters for VC), can't raise anything other then you own troops, can't have dogs of war (its dead and buried... though some still have an army and many are still game to play them). Undead don't really do shooting or artillery in most stories and this is mirrored in WFB. TK do change this a little with lots of bows and catapults, but they're not that impressive.... if you want a shooty army then the elves are much better, or dwarves/men for an artillery army.

So you are saying I can't use TK bodies, I got half a ton of em, but little VC.
Wait...what happened to the Master Necromancer?

you can convert your army if you want... so use VC rules with models from everywhere else: could have TK skellies, empire men as zombies, elves as grave guard etc etc... just not if you play straight.

Easiest way to have a master necromancer is take a vampire lord and just use him as a necromancer...
