Hard to say in a one on one fight.

Vampires have to become powerful in strength to make up for the weakness of those troops they raise; whereas the strength of the Tomb Kings lay in their Ushabti (and not the weak as fuck statues they are today, in the past of Nehekharan history, they were basically Avatar's in those days - Mahrak was able to hold off the accumulated might of Nagash (around 160,000) with just 6000 of these Ushabti, also thanks to the wards of the city as well).

The rulers of Ka-Sabar were blessed by Geheb, god of strength, and they are noted as being heavily muscled, and far taller than any others.

The Immortals, on the other hand, the prelude to the Vampires, were defeated by "Dragon-staves" from Cathay, early pre-runs to the Handguns, even earlier than those of the Dwarves, apparently. For example, they were "killed" by just one bullet going into their heart, but could otherwise withstand vast punishment.

Settra versus Vampire has no comparison - Settra, hands down. The light of Ptra is hateful, and hurtful to the Vampires and while they do not poof into smoke and dust, they will be fighting an uphill battle all the way against the light of Ptra.

I think the tomb kings would win against the majority of the vampires. Then when you get to the oldest of the vampires I think they would more likely be on the winning side.
