Default Tips for building personal wargame?

Hello! My name is George and I’m thinking about setting up a small scale wargame group with some friends. My goal is to make a game where anyone can bring anything from any time period up until a certain date like 1775-1865. I want it to be all about kit bashing different units and components together. Like Roman legionaries with heavy shields that can stop rifle bullets. Kinda like that. At the same Time I might want to incorporate like a D&D style game? Where it would be my friends and I against the most random enemies possible. Like a hoard of horny bottle caps. Anyways, something like that but I need help with it.
