The only complaints I ever hear these days about Steam, now almost all the bugs are ironed out, are from Australians.
Don't blame Steam for your country's ISPs and their hilariously outdated and arbitrary download limits. It works fine for the rest of the world, which suggests the problem is somewhat closer to home. For a system which is so heavily tied into and originally at least partially created for multiplayer functionality, it'd be something of a travesty to NOT standardise the versions of games people can play online.
Not a personal attack at all, just an observation.
