Yes as long as it costs less then 25% of the total points. so you can have a grey seer at 1000 points

No you cant skaven do not follow the "general" rules, the newest edition skaven army book specifies what units and amount that can be brought based on pt value
2000 or less- 2+ core 0-3 special 0-1 rare.
Max lords 0 max heros 3
2000+ can have 3 heros 1 lord etc in that fashion

At 1000 points a warlock engineer should be ok.

I am wondering why the strange numbers though. Why 36 clan rats per unit?
Why 18 plague monks? You could run 20 in a 1000 point game just and do well.

As for equipment you can't go wrong with warp energy condenser for the engineer.
