Well spotted!

Or at the time they did the scans, all the xenos were all in bed with the lights switched off! Anyway, we all know that there is an entire civilisation on the dark side of the moon... isn't there?

A few backwater Germans from WW2? I would hardly call that an "entire civilisation". haha!!

More on the subject: here

Well, to take the step from one planet to the whole of the galaxy is a pretty big step. I Think a civilisation would need a great deal of luck for that to happen.
1) more than one planet in the goldilock zone of their home system. Allows larger population and Resources
2) Additional rocky planets in home system that is suited for mining and exercise Deep space travel.
3) Home system should be lokated in a dense starcluster with several other star systems within 1 light-year.

If a civilisation could spread across a starcluster and keep it's Peace it could aquire enough Tech and Resources to reach for the galaxy. But then other starclusters should be their top priority for the reasons above. Easy access to many new systems within a small area. Searching for Life in other Galaxies sounds a bit wierd. Like looking for ants through a pair of binoculours befor you examine the ground around your feet. I Think the search should go against starclusters within our own galaxy to get the odds up.
