Not sure that the video actually proves anything.

I have seen other stuff like this on the discovery channel, very clever but most likely only for very specific operations, most likely would not make it into mainstream sniper operations. Still the closest thing I have seen to a bolt gun is the AA12 shotgun with the fin stabilised frag rounds with a 175 meter range

Bolt Guns have some brothers in Gyrojet weapons from the 60s, self propelled rocket cartridges. They weren't that useful then, but improvements in technology might change that.
