Both are terms used to describe different painting techniques. Highlighting is simply that, using a progression of painted layers, each successively lighter, to create a sense of natural lighting and depth. Washing is a term used to describe the technique of using very thin watered down layers of color to add shading and create depth. Since models are much smaller they so not provide their own shadows and highlights so going off of what Midge said you have to create them.
