I dont have my army book on me but ill suggest what i can,
try mounting your Scar Vet on a cold one, extra armour, fear cause and attack. draw back is the stupidity but your cold blooded should deal with that. also if you really want to chase a fleeing enemy down choose to pursue with the vet :D
as for your skink priests, lore of heaven is ok but dont expect to get alot of spells off, and forget it against VC. so maybe take both as scroll caddies.
saurus are your bread and butter, i run two groups of 15 with full comd side by side they can hold and support each other that way and break almost anyone. although avoid stubborn units if possible. and dont be afraid to use HW shield to hold the line, even though your paying for shields.
try taking cold one cavalry in a group of 6, unit strenght 12 win combat and out number for fear auto break.
one unit of skinks should do 12 is a great number
lastly be agressive have a game plan and stick to it, and if possible let them charge you, with spears you should get 21 attacks before deaths so embrace the charge with your saurus... although there are exceptions to every rule..
