Correct me if I'm wrong, but a kill team should be comprised by at least a Troop choice.
So you should go with:

10 Cultist

5 Noise marines
1 doom siren champ
1 blastmaster

200 pts

No, it does not need to have a troop choice.
The limits are only:

0-1 Elites
0-2 Troops
0-1 Fast Attack

The List looks good to me!

looks good, apart from the fact of being just 6 models.

I think adding 10 cultists would be a good idea. Loose 3 models and you have to make a 4+ every turn or you run off the board. Well, those are the rules we found for kill teams anyway. You may play differently.

Also, blast weapons might not be as effective in kill teams because there isn't a cohesion requirement so people will just spread there models out.

Have guns, will travel...

Still looks like a good idea to me. Chaos never has very many models (in any game) even with the addition of Cultists. Besides, they're armed to the teeth, so I think you have a good shot. Speaking of which, you ever end up using this list? How'd it go?
