Ok, what you have here is alright, but you have some wargear issues.
1st: Drop the vox casters. Since all your little guys are riding in chimeras, they wont be able to receive orders anyway. If all things go well, they won't even get out of them. So drop those and that would save you 35pts, which would give you enough for a scout sentinel. Or use the points to help out with some of the suggestions below.
2nd: The best (or at least the most generally preferred) way to outfit any command squad is maxing out on the special weapons...usually 4 plasmas or slightly less common 4 meltas.
So lets start with the CCS :Honestly, I'd drop the pfist, you can get yourself another plasma gun. (maybe drop one of the bodyguards as well, so you can trade out the GL with a 4th one)The squad is designed to shoot at stuff, so it will be rare that you would charge something. And if YOU get charged, the squad's chances of survival are slim even with the fist, so you might as well make the squad as good as it can be in the role it is assigned.
PCS: This one is a bit trickier. I can see where you are going with it....using your inf squads as fireing platforms and backing it up with the LC from the PCS. However, you're wasting the PCS ability to support more special weapons. With a BS3 that 1 lascannon shot isn't likely to do much. Additionally, I've only found sniper fire to be effective when grouped en masse (a lot like lasgun fire) Therefore, I would drop both of them. I'd go with 4 meltas. Since you already have melta vets, if you are using them to get up close and personal while the rest of your chimeras sit back and provide fire support, I fear you wont have enough close fire support to keep them alive. With another chimera filled with meltas, and the plasma CCS, you have enough close threats on the board to worry your opponent, while you pound him from afar with your inf squads and Russes.
This is how I would do it, if I were playing the list. Just something to think on
