I would say that the Failure is not an option rule is too powerful really. They reroll all fails to hit/ wound, and then get Furious Charge if he dies. It is just too much, I would suggest rerolling fails to hit, and possibly gaining one attack each. But if a Primarch falls, more than anything it will dishearten allies, they will be alone and leaderless and being 12" from him they will have seen him die. They are unlikely to be spurred on by that, in my opinion they would start to retreat, or just stand there shocked, not be driven to new levels of destruction.
On a side note, unlike Gore's and my rules your seem to be way to powerful stats wise. He has everything. WS-8, S-8, I-8, A-5, W-5, 3+ Invunerable Save. He basically is an unstoppable force in CC, and his rules make his allies an unstoppable CC force, and people are suggesting 520 points as a fair amount. I think you are looking at a much higher point cost. If you compare him to Gore primarchs, which cost significantly more, not even Russ can match him in CC. The problem I have is that you have given him every aspect of a CC god. He is powerful, skilled, fast and tough. He needs to have a weakness. Not a huge weakness mind but a Primarch style weakness. For example I-5, WS-6/7, W-4, 4+ Inv save.
My last issue really is that I could never see a relic blade working well for a Primarch. A stupid example that puts across my point, if a midget puches you, it aint gonna hurt. But if he hits you with a sledge hammer it will hurt alot (this is the +2 strength effect) However the difference between being punched by the worlds strongest man and being hit by a sledge hammer from the worls strongest man isnt as great. Yes it will hurt more, ut they both hurt so much that it is a non point. In this situation the Primarch is the worlds strongest man.
I haven't read about you chapter (can I have a link please?), but from his rules it seems that he hits his enemy fast, with precision and gets away before they even know what has happened. Because of this I would suggest that he maintains his WS and I stats, but you alter his spears effect. Instead of it being a relic blade it rerolls all fails to hit. This gives him a very defined stategy of hit and run. maximising the effect of the 'stun' spear, while giving him a suitably Primarch style weakness (he only has a measely strength 6) In adition his inv should be 4+ maybe, that way he is still bloody difficult to bring down, but it is a bit more possible to do it. That is what I think you should do, take the advice or leave it.
