What armies need the most new models?

Basically, I'm looking at this from a what needs the most models, and thus what is most likely to be done after the current rumored 3/4 armies: Necrons, Tau, SoB, (and BT).

See the problem is what approach are you talking? Eliminate metal altogether because it's at least temporarily out of production?

Otherwise, there are no units in the Necron codex that do not have a model. In fact, the only item that is not modeled on a current figure is a staff of light.

Still, alot of that if great. ex, the only way to customize a libby w/ GW products is to give it termi armor. Chaplains, cannot be customized. Converted, yes. But its such a bother...
Eldar kind of have jet bikes. Get the JB/SS box and pick your people carefully. It can turn out as either.

Primarly, the metal/combo kits, or the really old, and outdated style plastics. IE upgrade kits

Necrons have about...10 miniatures I think. Quite a few of them being only slightly different from one another.

Eldar need a new sculpt of the Warp Spiders.
Seriously, they date back to 2nd ed. Some extra options at least for the exarch. The rules allow him to take other weapons, but good luck doing it. He doesn't even need to be a plastic kit, but like the other metal aspects, give him the frikkin' options already.

The jetbike also needs a new sculpt. Along the lines of the DE one (with a smoother fairing obviously).

Along with that, new shining spears would also be good. The unit has been around since 2nd ed, but only got models in 3rd (which are just an addition to the 2nd ed plastics anyway).

Thanks, so far at this rate I would put CSM as a likely target for another wave, or a codex sooner than later because that have a lot of models that work but keep it up guys

Why do Chaos Space Marines need Cultists? Cultists don't have rules any more and Marked Terminators don't really need separate box sets, it is perfectly simple to convert them out of the current box.
