Probably Deathwing company, out of the dark angels codex, but any of the marine armies can be pretty cheap.

Right now I'd say the Space Marines. As long as you build a Black Reach Army. You can get 1 captain, 1 Tact Squad, 1 Term unit, and 1 Dread for about $45 on ebay. You can't beat those prices!

Considering that their Apocalypse boxes are still available on the GW site, I would say it's Chaos Space Marines and Necrons.

EDIT: I see that the Space Marine box is still available too.

Judging by your profile you have already spent the most of your money on the most expensive army of all, the orks!

Yeah I'd have to agree that necrons are the cheapest force to build a high point army from, followed by SM if you scan ebay, and then a plague marine heavy CSM army.

Well if you have Black Reach than you have the first component to two cheap and easy army lists. Orks get expensive if you want special units but you get more of them for your $$$ than other armies. Space Marines also get expensive for the more specialised units but the basic tactical squad is very versatile. Add a battleforce of either army and you're already for most 1000-1250 pt games for $90 and if you're looking to get in to double those points just pick up the green tide box for orks or the spearhead box for the marines and you've got 2000-2500 pts for around $200

Not neccesarily tyranids can be more expensive if you have heaps of spine gaunts like I shall and not to many carnifexes.

But yeah I think space marines (AOBR) and Necrons are kind of a draw they are both very cheap.

Praise the sun!

Any army with high-points models is going to be relatively cheap: ex. Deathwing, Necrons, certain Chaos Marine lists, even Nidzilla lists can fall under this category. A think a Carnifex box is like $45 US, and i believe you need 4-6 for a 1000pt list...but I'm not that knowledgeable about Nids.

The tradeoff is that you end up paying about $50 for a squad box, like Terminators.
