It depends.

With fantasy, I tend to lay out what I want first of all, as the Core Troops are generally a lot more different than the Elites - Chaos, for example, Knights, Chariots, and Dragon Ogres are the hard hitters, and it's based around that, while the Core come afterwards. However, I play 2500+ games of Fantasy, so I build it "all at once", I don't try different parts.

40K, I build from the bottom up. 2 Troops, a HQ, and a Fast Attack/Heavy Support slot. From there, I add to my choices.

€190 got me a megaforce with 2 troops, a rhino, command squad, terminators, a commander, a librarian blister, the codex and the paint set.... It started from there.... the big boxes are always best to start off with as you get a solid base of an army and save a bit too

My CSM army cost me around £100 for a 2000 point force thanks to ebay. But I did just blow £40 on a baneblade and sort of wish I had not. My daemon army has cost a bit more, so far at around £80 and I have 20 troops (daemonette bloodletters), 3 DPs, Masque + skulltaker and a bloodthrister. Still need some Heralds and plaguebearers so looking to spend another £50. Of couse this does not count paints+ tools which problemly cost me around another £100.

I like to aim for 2000 points, so I have some room to mix my lists up a bit. As such, I usually spend about $300 (making heavy use of boxed set deals and using discount merchants), trying to get the absolute most bang for my buck.

I rarely spend more than £100 on any given army but then I have such a large collection of left over models lying around in my bitz box that I can usually get a starter army from it then shop around for bargains.
For most units if there is something I really want I'd probably have a go at building something from scratch rather than shelling out £20 or more.
As most of my armies start from a few random conversions this is generally a lot easier than it sounds.
