Interesting. My initial thoughts were that the changes to the doctrines might help Raven Guard lists, as they tend to use weapon and have abilities that appear to work best in the tactical phase, and that is the only phase in a typical 4-round game that can voluntarily be selected for more than one round.
That said, I also think any other chapters that love pistols (ha!) or melee weapons, or have abilities that work best in the assault phase (smash captains?) will be very competitive in any game that goes for at least 5 rounds (so at least two rounds of assault doctrine).
