A ballance of both is always good especially for marines, while standard marines are often more shooting based, combat squads gives you a chance to have more combat orientated squads with a sarge and shooting squads with a heavy weap, as well as captians with the command squad or a chaplain with a jump squad to provide the key counter attack marines often need, or assist the spearhead assault

ther is no reason not to have both. You can have several vanguard units supported by CC terminators, then have sternguard units( which in their description are called vanguard too... silly GW) supported by fire support terminators. add a few land raiders and dreadnoughts and bombs away
