This box set contains five multi-part plastic Space Marine Devastators and eight heavy weapons, including: a missile launcher, a multi-melta, two heavy bolters, two lascannons and two plasma cannons. The set also includes additional components allowing you to assemble one of the Devastators as a sergeant and add extra detail to the squad. Models supplied with 25mm round bases.

Off the GW site

Don't think a heavy bolter space marine will work as a scout, the armour is too different.

You could proxy, but the majority of games and tournaments will require you to use fully painted and appropirately modelled units, WYSIWYG (What you see is what you get).

Applying this to you, you have a power armoured space marine in a scout squad. Seeing as this is not an option available to a scout squad, you cannot field him (or the unit if it's one of the minimum required models).

At least not in an official game. Your opponent might let you as long as you explain that he's a scout before the battle. Personally I wouldn't have a problem with it. It's not like you are using a Lego man or a post-it note or something like that to proxy, that would get under my skin.

And if you want to give your dev squad a little option like i did, i bought the dev box, the sm 5 man box, and the 3 snap together models, it gives you enough models to make a 10 man dev squad and allow you to make marines holding all the heavy weapons except one, in my case i didnt make the multi-melta, so you could make the rocked launcher, the 2 lascannons, 2 plasma cannons and 2 heavy bolters allowing you to trade your models in and out depending on who your fighting and still keep a full 10 man dev squad hope this helps cheers

if you have a spare torso and head you usually can make 6 models out of the devastator box straight up, but yeah daemonsR'us has some sound advice there

Thats exactly what I did. Except I used spare parts from other sets and created every heavy weapon in that box. Its a real bargain for what you get. I have my 2 las 2 missile launcher dev squad, and then use the HB and PC in my tac squads, along with the multi melta in an assault squad I have in a rhino. It is amazing how afraid people are of multi melta's
