Default Shining Spears Phoenix Lord?

I haven't seen the new Codex... did the Shining Spears finally get their PL? If I go with anything Eldar related it was going to be a Saim Hann list, so I'm curious if they got a decent hq, or if it's just the usual Autarchs and Bikeseers.

Thanks!
