I'm not entirely sure what the question is, but if you mean are they useful/viable HQ choices then it would depend heavily on the remainder of you're forces. If I remember correctly they are good support HQs but outmatched by a captain in stats

They also get litanies of hate (re-rolls to hit in hand to hand combat) and a 4++ save. I also like the skull shaped helmets

For your Primary HQ, not really, he is outclassed by other HQ choices but If your points limit is high enough i.e. 1750+, he is an excellent secondary HQ when attached to Lightning Claw equipped Terminators as they get Re-Rolls to Hit and to Wound.

If you are inclined to Chaplain HQs, take a look at the Blood Angel codex. Chaplains are Elites there but they also have Reclusiarchs, which can potentially match a Captain in combat. In general, Chaplains are good ICs to put with Assault units. But as was said, even a Reclusiarch shouldn't be your primary HQ. Though with the new rules of double FOC, 4 could be quite nice in an army.

I agree with this.

For HQs, you're better off taking a Librarian. The only time Chaplains are really worth it is with Blood Angels, since they're elites.

Actually, I only recommend them in two scenarios:
1. As a second HQ in high point games to buff dedicated assault units.
2. Dark Angels players find this a much better option than Company Masters

It's just I find Librarians to be of more use on the whole than Chaplains, and they cost the same points. Though if you're looking for a challenger, I find captains to be the best investment.

Personally, I like them. Yes, they are a support HQ and not a primary HQ. But, they can get into the thick of it and tear it up.

See I am of the opinion that it depends on the chapter for Black templars I take a Chaplain first before I take other HQ choices because of how I build them up. Depending on your chapter it could be ok or alright but overall they are a good choice if you have a spare HQ slot IMO

So I am growing my enemy.....so what I gotta kill something.
