Asking around a couple of places,

Which army would you say are the cheapest (Financially) to buy and get a good/competetive army from (Say, 1500-1750pts?)

I'd say Grey knight draigowing is a strong contender in this category.

Agreed. Low model count, high points costs, effective units. The only issue would be anti-tank, but a dreadnought should take care of that.

It depends if you're willing to shop on ebay or not. If it all has to be retail, then you indeed can get away with spending the least on Grey Knights. Space Wolves can also be pretty cheap too, especially if you use a lot of wolf guard and characters.

If you're willing to shop on ebay, you can get some very good deals on the following, thanks to the overabundance of Assault on Black Reach sets put on there:

Space Marine Captains
Space Marine Infantry
Space Marine Terminators
Space Marine Dreadnoughts
Ork Warbosses
Ork Slugga Boyz
Ork Nobz
Ork Deffkoptas

You can get either dirt cheap, as long as you don't care that they all have the same pose, and your special weapon/gun choices are already set, unless you're ready to convert them yourself.

If you care a lot about competitiveness, the marines are probably the better choice. Orks are good, but you generally need to support them with plenty of vehicles.

Grey Knights (as mentioned) or maybe a Deathwing army (less monsterous in close combat but they get things like Cyclone Missile Launchers which gives them some nice anti-tank/hoarde templating to use).

It is if you use generic terminators and convert them with extra bits.

Which is what I was thinking when I suggested it. Heck, if you're decent with Green Stuff you can even make tabards and robes without needing bits for them

Id say SM there is so many minis kicking around from the AOBR and BFM box sets that you can get them cheap on Ebay.
