Unfortunately not!! It's the Disciples special rule. It only applies to all the Pheonix Lords.
As for the army, it's not bad. The Wraithlord isn't that great in this list as he's typically going to be away from the Farseer so will be affected by Wraithsight. I'd take him out completely.
This leaves you with an HQ slot and the need to fill a close combat deterrent...Avatar?! This guy is utterly amazing. He's relatively tough, he has a good save and will make your guys Fearless. He should be right at home. Be sure to not leave him in line of sight much though because he will be a prime target and without Fortune the weight of shots can get to him.
I'm also concerned with the lack of anti-tank. What I'd recommend is replacing one shuriken cannon on each Viper with a Missile Launcher. It'll give you some flexibility with shooting at heavily armoured targets as well as the infantry mobs.
With my adjustments you have 176pts remaining. You can increase the Shining Spears to 5 guys bringing you down to 106pts, I'd also take a Star Lance here bring the new total to 91pts.
There isn't much you can do with 91pts, but I'd suggest some Guardian Jetbikes. You have enough for 4.
