Default Brainstorm with me?

I've very recently gotten into the idea of Chaos Cultist cosplay but I need help for ideas - please keep in mind I'd like to keep this relatively cheap! I've done almost no thinking about this aside from a Khornate pendant around the neck. I AM hoping to go for a Khornate Cultist, based closely on the Dawn of War cultists. Here's an image of one.

Now I don't want these colours, really, though I will still be going for brown/red/black colours.

First things first I'd like to think about basic clothing as the base of the design. I'm thinking I lose a crap-ton of weight to get nice and skinny whilst this project continues (IF it continues) and then all will be well at the end.

I've got a pair of black boots I can wear underneath and these are going to be largely hidden towards the end. They're military style boots and they're black, if a little modern looking though.

For the torso, I'm thinking a skin-tight black shirt/t-shirt just to give me something for the base.

Trousers for underneath could just be some cargo-pants or even dark-brown chinos.

I'm open to suggestions to change the above parts but what I'm gonna need help with mostly is the cloak bottom and the armour plating around the torso/shoulders/arms. I've already got ideas about the spikey structure on the back and I'm thinking I'll just go cut some particularly straight sticks off of trees in a near-by wood and then sand them smooth and varnish black. I still don't know what I'm going to be placing on the ends.

Forgeworld does a nice symbol of Khorne (Though I can't seem to see it... Here's a picture) which I think, if just slapped onto a metal chain, will look nice when painted up. I might do a similar job of it as my Bloodthirster miniature (Black recesses fading through brown up to blood red with maybe gold/brass trim).

For the cloak part covering the legs, I was thinking of some sort of eastern martial arts outfit base, though I have no idea what they're called or if there's one that could fit the style.

I don't imagine fake skulls are too difficult to get your hands on, either.

I've got quite long hair and rather than shave it I was thinking to have it pulled back into a tight top-knot.

Weapons.. I've got no clue. I could make the bolt-pistol from plasticard and give it a basic scheme but it'd be my first scratch-build attempt.

Any help is appreciated!

honestly, i think an old beat-up gas mask would make it all look much more grimdark. armor plating, I would go in for a cheap plastic trash can at wal-mart, cut plates out of it, rivet them on the costume. As for weapons, if you want to be Khornate, I think a chainsword/ axe is necessary. That could easily be done with wood and plasticard to pretty it up. Same for the bolt pistol.
And, to top it all off, make it all chaos-y, lots of tattered belts going across the torso.

I don't think lowly cultists have the honour of being given chain weapons because they're expendable cannon fodder but it's certainly something to consider. I'm not fussed on the gasmask idea, partly because I hate wearing those things but also because it seems less chaosy to me and more DKoK.

Would the belts be over the armour plating or underneath it? I like the idea of lots of tattered buckles holding everything to me.

Another thing that came to mind were teeth. Years ago when I was a kid I watched a program called Mystery Hunters (I think) and there were random bits where some science guy would tell us random things. One thing I picked up on was a halloween idea where you got strips of plasticard and cut them into like.. 2cm x 1cm strips (Maybe more) and then using hot water, moulded them into sharp looking teeth. I wouldn't need these all around my mouth but just at the front to add to the scaryness.

well hey, if this guy's gonna have a bolt pistol, where one bolt is harder to make than a whole lasgun, then a chainsword/axe is no big deal. I said gasmask because almost all of the cultist models i've seen have gas masks on.
I was thinking the belts over, under, and through the plating, to hold the armor on and make the costume more complex.

Just suggestions which occurred to me (they might be rubbish, I don't know).

Lower-leg clothing:
I think what suits best are hakama (used for Kendo and Iaido).
You can get them off EBay and the pleats in them look really cool.
If you want something harder-wearing, go for Tek(t)ron ones

Armour:
Most markets or haberdashers sell sheets of leatherette for cheap £ and it's quite sturdy, so could use it for strapping and/or cheap showy belts (possibly not great for a real belt which you want to actually hold something up with, but okay for embellishment and decoration).
Also, if you are going for a hard material like plastic as armour plates (e.g. on the shoulders), then I think you need something smooth underneath, so you could make under-padding (or whatever it is called) from the leatherette so that it doesn't chafe.

Weapons:
For me, nothing says chaos like a regular melee weapon. I'd go with an axe as it's going to be the cheapest to make.
Broom handles cost very little and you can cut them down to whichever size you want. (also, you can glue and tape things to it, or paint onto it if you wanted to add extras like sigils or icons it to).
Insulation foam to make a blade out of is pretty cheap as well.
Don't just make the blade as you see it, eg

Instead make it have a couple of 'lugs' at the top and bottom so that you can use these to give additional support when you tape it onto the handle?

Bolt Pistol:
If you have one near you, Wilkinson's homeware stores do lengths of plastic pipes.
Get 2 of the largest diameter (I think it's about £3 for a 2 metre length of 40mm size),
one length longer than the other, tape them together (longer length on top).
Cover with foamcard for the box sides.
For the shells:
Get a tube of the smallest diameter, cut into x-sized lengths, then in half lengthways, make a box and glue them onto it. Then build up the sides to make it into a clip with the 'shells' showing.

Teeth:
You'd still need some way of setting them onto your teeth. I have no idea what people usually use, but you don't want stuff like glue or adhesive in your mouth
Most joke shops (or even £shops around Halloween) sell vampire teeth.

The plastic teeth when made you just press the soft plastic onto your teeth. I'm not sure if they're a one-time thing or if you can remove them.

andygorn's right, a hakama would be real good for the legs, though in my kendo experience they can be really expensive. The pleats are really hard to keep in them and you need to do a lot of fancy folding to keep them crisp, however, but don't let this deter you, because they have the perfect look for what you're going for.

Yeah, can be expensive if you buy brand new, but you don't need brand new as long as it's washable.
Also, as long as you don't screw with them by putting holes or other permanent things onto it, you can re-sell it if/when you get tired of the cultist.

Or just work out what length you want + waist size and then get a really cheap ladies skirt off EBay or from a charity shop?

Were my suggestions about boltpistol and axe okay?

I'm probably not gonna tape it onto the handle. I'd like as refined a look as possible, really. The pole is more likely to go through the axe rather than sticking on onto the other. I'll have a look for those tubes next time I'm near a Wilkinsons.
