Lash of Submission question

I ran across an interesting situation this past weekend. I was playing a game with N0rdicNinja and I wanted to use LoS on his unit of marching doom (aka Warboss and Nobz) but they were locked in cc. The rules for LoS don't say anything about targets in cc. I chose not to use it, but could I have?

You would not have been able to use the power on a unit locked in close combat. It's a shooting power because of the "instead of another ranged weapon" phrase and doesn't include the targeting excemption like Gift of Chaos does.
