The heavy weapons guys in a sternguard squad are the 'special' members of the first company, the ones they promoted by accident. They can't be trusted with upgraded ammunition and combi weapons, so they issue them with a heavy flamer/bolter to keep them occupied.

This is why sternguard don't get hellfire shells.

If I remember it correct, the hellfire round was first introduced in the board game called "Tyranid Attack". In that game you fielded terminators, a terminator librarian and scouts. The opposition contained tyranid warriors, genestealers and genestealer hybrids.

"Hellfire shells are well-suited to the Scouts' role as terror troops..."
- from the Tyranid Attack rulebook, rule section covering Hellfire shells.

I think that fluff wise it was supposed to be that the scouts were to infiltrate tyranid ships and to do reconnaisance prior to terminator attacks. And therefore they needed a weapon designed to take out large creatures, as well as being able to do damage on or kill nearby creatures.

And since they only had three such rounds in the game, maybe they are rare, and therefore only given to scouts, who can do missions that for example Sternguards cannot.
