Sorry, I based my response on that they were chariots as I don't have a Demons codex.

The new Slaanesh ones are actual vehicle Chariots. I would expect to see the other Chaos Gods getting their Chariots changed eventually too. So the new Slaanesh one follows the rules for Chariots and the rider can be targeted in close combat.

1) they effective double the cost of the herald
2) "soft" as all hell to shooting
3) the new ones are also soft as hell (a single 1W T3 5++ save model to attack in CC)
4) no shooty ability to take at all

Assuming the new Slaanesh Chariot doesn't have any rules different from a CCB, the Chariot can act without a Rider. But as Fallen pointed out,the Slaanesh one has no shooty weapons. So all it would be able to do is "charge" and do Hammer of Wraith attacks, since it relied on the rider to do true attacking.
