You couldn't use Vargard Obyron with Flayed Ones, because that would require you to have Flayed Ones in your army list.

Why would you do that to yourself? Whyyyyyyyyyyyy?

Because it's my favourite Necron unit....
I liked the old fluff better where they were just desperate to become organic again so they clad themselves in the flesh of their victims so as to be somewhat organic again.
The new fluff and models isn't to my liking at all, heck even in Fall of Damnos the Flayed ones and the flayed lord were using the old fluff.

I would guess you are not Entering Play with Ghostwalk Mantle as you Enter Play from reserves and you're not in reserves, you're in play.

For some reason in my head im thinking ICs and things like lords/crypteks cant join flayed one units. Am I still half asleep?

ICs can, lord and crypteks from the royal court can't as they can only join Warriors, Immortals, Lychguard and Deathmarks.

Why not think about outflanking them? Infiltrate confers outflank, and with Flayed Ones being as cheap as they are, having a large body of them turn up in the opponents backfield near his troops if he's castling up in the back corner 66% of the time. If for nothing else it'll scare your opponent. And the best part of it all, you can assault on the turn you outflank.

Exactly, I dont understand why people say they are bad. I think they are pretty average and in line with Ork Boys whom some say are the best Troops in the game. I do wish Flayed Ones could be Troops though, or have an IC make them so.

Perhaps they would have been considered good if they had Rending or Preferred Enemy Fleshlings.

Rending would make them great I think. But without it and taking up an Elite slot there's just not much call for them sadly.

They're I:2 HTH troops with a 4+ save that take an Elite Slot up. They're fair, but given the I:2 there are better options to use for what they do. Wraiths, for example.
