The warhammer fantasy novels involving the norse gives a good insight in how chaotic civilizations deals with the dark gods. Wulfrik or Skulltaker is both quite good novels from the norse view and their civilization. Which would be easilly transplantable to a wh40k world.

Not to digress from the OP too much, but your comment made me remember.

The White Zone is for loading and unloading only. If you have to load, or if you have to unload, go to the White Zone. You'll love it... it's a way of life.

Exactly. And when you think about it, it's not all that different from getting wiped out by Exterminatus every now and then, or getting caught up in anti-mutant riots or witch hunts in your Imperial hive.

In every society, there has to be a paper pushing pencil-neck. Chaos societies are no different. I'd imagine that it'd even be possible to worship Chaos without a lot of the more obvious negative aspects (insanity, human sacrifice, etc) if you established certain "Ground rules."
