Quite simply because you haven't defined what you mean by the term 'god' and therefore this poll is just going to be an expression of opinion.
In the 40k mythos, 'god' generally refers to, as MEQ said, a warp being which is a manifestation or reflection of emotional energy or the warp representation of a race's collective psyche. That definition covers the Chaos Gods, the Eldar Gods, and the Ork Gods. The Emperor obviously does not fit into that category though.
Does that mean he's not a god? No. After all, he's worshipped by trillions of mortals from one end of the galaxy to the other. We know for a fact that he himself rejected notions that he was divine and conquered the galaxy under a secular banner. He never (even whilst giving his final orders on the Golden Throne as you thought) did a U-turn on that policy, he always rejected his divinity as well as religion in general.
In seems, from an objective standpoint, that he isn't a god. But of course, if you had defined the term, you might have got a better response.
