I think that's a major key in this edition of the game. I certainly lose marines more to volume of fire than I do against low Ap weapons. Plus the xenos races are powerful and prevalent, requiring that volume of diverse firepower.

Plus, I've had tremendous success with Whirlwinds; I think the key is to recognize before the game even starts what you can and can't expect of them. They're not Basilisks. But for 65 points a piece I think they're awesome at killing everything lighter than power armor and are very survivable with their barrage option.
