Why wouldn't they? Yes Bastions are affected by Lance weapons.

Lance rule is basically any AV >12 is AV12 , mostly Eldar weapons only that have it a few exceptions.

The Eldar Phoenix Lord Karandras is nasty against bastions.
7 Attacks on the charge with a biting blade means 7 S10 hits (automatic) - his claw only grants him S8. Better than a lance in most cases (although my shining spear exarch took one out yesterday with a starlance - 6" range brightlance).

Lance rule states that any armour greater than 12 is treated as 12 - doesn't matter whether it's a vehicle or not.

Therefore YES it works on buildings

Eldar players hate on my Monoliths all the time.

But anyway, yes, it does work on buildings. I cant see why it wouldn't.
